The Salvation Army is questioning the Government's redistribution of social welfare, saying changes to the social housing system merely shifts poverty levels to another area of hardship.

Paul Barber of the Social Policy and Parliamentary Unit explained the repercussions of increasing social housing rent to 30% of household income; and why funding wraparound services (like budgeting, mental health & addiction) shouldn't disadvantage families whose sole welfare criteria is low income.
